The Book Presentation Committee has announced its readiness for the public presentation of the book on Rule making titled Administrative Legislation: Rule-Making in a developing economy.
According to the Committee, the book written by Mr. Victor Akazue Nwakasi, a lawyer, development consultant and public policy strategist, looks at the intersection between law, governance and ease of doing business.
In a brief introduction, the Committee stated that the main focus of the book relates to impact of government as both policymaker and regulator of business and administrations therewith, including the use of various tools such as rules, notices, directives, and regulations and in recent time, Executive Order in process of governance. The book further highlights the role of administrative agencies such as ministries, departments and special bodies now referred to as the 4th branch of government.
The book is based on contemporary review of administrative and constitutional law principles, public sector reforms, agency actions and new systems of governance. It creatively and skillfully throws an enlightening and practical perspective on the concept of rule-making by agencies of government at all levels.
The distinguished book reviewers are Hon. Pius Udoh, former Clerk of Anambra State House of Assembly and Dr. Chike Okosa, researcher and law lecturer at Chukwuemeka Odimegwu Ojukwu University, Anambra State. The Committee states that the acceptance of the distinguished fellows to review the book fulfils their desire to have a legislative practitioner and legal expert look at the subject matter of the book from the perspective of legislative practice, procedural management and the intertwining concepts of separation of powers, checks and balances towards presenting a holistic view on the subject.
The idea is to introduce the subject matter to participants and stakeholders with the overall objective of examining and contributing to the discourse about how governance can be made easier and efficient in order to meet the enormous expectations of the citizens, and the business community.
The book therefore represents a policy manual for use by all branches of government; executive, legislature, judiciary, public policy practitioners and the business community.
On the level of preparedness, the coordinator of the committee, Mr. Ikem Paul Onyeka, stated that the event will hold on October 19, 2023 as scheduled at Prof Ben Nwabueze (SAN) Hall, Stamford Hotels, Awka. He equally
indicated that top government functionaries from all organs of government at both local, state and federal levels, private legal practitioners, civil society organizations etc, have already confirmed their attendance at the event.
